Every embodied agent carries a signed identity passport — its ID kit: the capabilities and physical bounds it is certified to operate within, bound to an Ed25519 signing key. The observer continuously measures each agent's behavior against its certified baseline. Identity gates what an agent may do at the gate; measurement proves it stayed in character.
